Ahhh, Playmates. back when they made decent figures in a timely fashion, but still required you to buy two-packs of the Turtles with one of the four Stone Generals. And you did just that because Mikey's headsculpt was so much better in the 2-pack. The Jersey Devil was still the best character in the film...
